Organizational Resilience in Public Sector Innovation Sustainability Amidst Budget Efficiency

Abstract

National budget-efficiency policy poses a significant challenge to the sustainability of local public sector innovation. This study examines the organizational resilience mechanisms underlying the sustainability of “Ngofa Sedano,” a digital procurement-coaching forum run by the Procurement Unit (UKPBJ) of Tidore Kepulauan City, which has persisted for more than five years without dedicated budget support. Using a qualitative approach with an embedded single-case study design, data were collected through in-depth interviews with four informants and supporting documents (regulations, standard operating procedures, and budget records), then analyzed thematically using an organizational resilience capability framework. The findings show that the innovation’s sustainability rests on three interrelated capabilities: anticipation (internal readiness prior to external rollout), coping through resource bricolage (self-directed learning and use of free platforms), and adaptation through formal institutionalization and tiered staff regeneration. These findings explain the mechanism behind the sustainability of a crisis-born public sector digital innovation, while offering practical implications for local governments facing similar fiscal pressure.
